Job Description

The County Engagement team at Blue Cross and Blue Shield of North Carolina works to develop local relationships and a comprehensive understanding of all 100 North Carolina counties to provide the best service and support to agencies, organizations, and individuals. The Sr. Regional Liaison will focus on a specific group of counties, developing and maintaining relationships with community leaders to understand county composition, needs, and priorities while aligning with Blue Cross NC's goals for Medicaid, Medicare, and the Federal Employees Program. This role involves being the main contact for community leaders, overseeing the implementation of programs and policies, and spending about 80% of the time traveling in the community. The ideal candidate should have a proven track record in community engagement and program management and must reside in one of the assigned counties: Currituck, Camden, Pasquotank, Perquimans, Chowan, Gates, Hertford, Halifax, Northampton, or Bertie. What You'll Do • Develop and execute strategic, community-focused initiatives that advance Blue Cross NC's brand and business objectives, member outreach, retention activities, etc. Strategies will include but are not limited to maximizing accessibility and quality health care for community members. • Collaborate with principal program managers for public health and faith-based initiatives to implement strategies at the local level. • Collaborate with other business-facing divisions to achieve business objectives and curate accurate health plans. • Train and lead entry-level County Engagement teammates as needed to help guide them and create a team of highly skilled professionals. • Build and implement programs to create better ways for Blue Cross NC to benefit and enhance relations with the local community. Work to understand emerging issues regarding health care. • Communicate about work happening at the county level regularly using thorough reporting and internal communication vehicles. • Manage policies and procedures, and oversee projects and programs, ensuring deliverables and objectives are met. • About 80% of the time in this role will be spent traveling to communities and the role will require travel throughout the following assigned cohort of counties: Currituck, Camden, Pasquotank, Perquimans, Chowan, Gates, Hertford, Halifax, Northampton, and Bertie. Candidate must live in one of the listed counties. What You Bring • Bachelor's degree or advanced degree (where required) • 5+ years of experience in related field • In lieu of degree, 7+ years of experience in related field What We Like • Exceptional written and verbal communication skills to collaborate effectively with diverse groups. • Ability to identify, analyze, and understand target audiences and their specific program needs. • Demonstrated knowledge of policies and procedures to enhance program efficiency and effectiveness. • Utilize reports and activity records to ensure progress toward specified program objectives, modifying methodologies as needed to achieve goals. • Ability to make decisive decisions to resolve issues, problems, and changes within the program, ensuring alignment with agreed-upon milestones and major deliverables. • Intermediate Microsoft Office 365 experience (Excel and Outlook) • Current connections within the community are a plus.
