Senior Program Manager – CORE Rebuilding Resource Hub

CORE is seeking an experienced and mission-driven Program Manager to lead the planning, operations, and programming of CORE’sRebuildingResource Hub supporting wildfire-affected communities in Los Angeles.This hub will serve as a central access point for residents to receive recovery support, construction guidance, digital tools, and long-term rebuilding technical assistance.The hub will host partners and service providers, and it will hold informational events on a regular basis. The Program Manager will combine program leadership with strong experience in construction management and technology-enabled service delivery.

Responsibilities

  • Program leadership and oversight
  • Lead day-to-day operations of the Resource Hub ensuring timely, coordinated delivery of services
  • Develop and implement work plans, timelines, and service delivery frameworks
  • Supervise a multidisciplinary team including case managers, construction advisors, and tech support staff
  • Develop recommendations on themes and related partnerships to ensure sustainability and relevance of the hub
  • Assist leadership in developing operational budgets and in periodic review of P&Ls
  • Construction and home rebuilding support

  • Guide homeowners through the rebuilding process including permitting, contractor selection, and cost management.
  • Coordinate with city/county permitting agencies, architects, and general contractors.
  • Monitor progress and identify barriers to construction, advocating on behalf of homeowners.
  • Partnerships and stakeholder engagement

  • Build relationships with public agencies (e.g. LA County OEM, Cal Fire), nonprofits, and construction industry partners.•Represent the hub at community meetings and planning forums.
  • Coordinate cross-agency collaboration and referrals.
  • Develop MoUs/MoAs with partners
  • Technology Integration

  • Implement and manage tools such as digital intake systems, case management platforms, scheduling tools, and damage mapping applications.
  • Train staff and partners on data systems and dashboards used for tracking assistance and recovery metrics.
  • Ensure secure and efficient collection of sensitive client and construction data.
  • Monitoring, evaluation, and learning

  • Track outcomes, client satisfaction, and performance benchmarks.
  • Produce regular reports for funders, community leaders, and government partners.
  • Contribute to continuous improvement and knowledge sharing.
  • Qualifications

  • Required
  • Bachelor’s degree in construction management, urban planning, public administration, or related field.
  • Minimum 5 years of program management experience, with at least 2 years in post-disaster recovery, affordable housing, or construction.
  • Demonstrated experience managing construction or repair projects, including budgeting and contractor oversight.
  • Strong grasp and/or ability to learn and utilize cloud-based tools (e.g. Salesforce, GIS, Smartsheet, etc.)
  • Excellent communication and leadership skills;
  • Ability to work and serve diverse, and underserved populations.
  • Knowledge of permitting processes, building codes, and housing recovery challenges in California.
  • Preferred

  • Master’s degree in relevant field
  • Experience working with FEMA, HUD, or CDBG-DR programs
  • Spanish or other relevant language proficiency
  • In accordance with CA law, the expected pay range for this CA position is posted with this position. The actual compensation will be determined based on experience and other factors permitted by law.
