Note: The job is a remote job and is open to candidates in USA. The Oregon Health Authority is seeking a Health Care Market Oversight (HCMO) Policy Analyst to support the program's responsibility in reviewing proposed transactions involving health care entities. This role involves gathering and analyzing information, developing recommendations, and contributing to communication and project management activities related to transaction reviews.

Responsibilities

  • Supports the program’s statutory responsibility to review proposed transactions involving health care entities
  • Gathers and analyzes information from multiple sources, synthesizing findings using the program’s analytic framework
  • Develops recommendations, reports, and other public-facing materials for each transaction review
  • Supports communication, outreach, and project management activities related to transaction reviews
  • Contributes to broader program work such as annual reports and guidance documents
  • Helps identify and implement process improvements as the program evolves

Skills

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work
  • Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification
  • At least two years of experience conducting policy analysis, policy research, or qualitative evaluation, including gathering and synthesizing information from multiple sources (e.g., literature reviews or similar methods)
  • At least two years of experience preparing reports, articles, or other public-facing materials that synthesize complex information
  • Experience managing or coordinating projects, including developing workplans, tracking progress, and meeting deadlines using basic project management concepts
  • Demonstrated experience communicating clearly and professionally with a range of audiences, including the public, agency staff, leadership, and external partners
  • Demonstrated organizational and time management skills, including the ability to manage competing priorities in a deadline-driven environment
  • Experience working with or within government programs, including familiarity with public meeting requirements, public records processes, contracts, or invoicing
  • Experience or familiarity with the health care system, health policy, or health services delivery
  • Knowledge of industrial organization, antitrust principles, or mergers and acquisitions, particularly as they relate to health care markets
