[Remote] Director of Human Resources & People Operations
Note: The job is a remote job and is open to candidates in USA. Mission Telecom is a nonprofit wireless broadband provider and grantmaking foundation. They are seeking an experienced fractional Director of Human Resources & People Operations to enhance their HR infrastructure and support organizational growth through effective people practices and a positive organizational culture.
Responsibilities
- Develop, implement, and maintain HR policies, procedures, and best practices
- Ensure compliance with applicable federal, state, and employment regulations
- Advise leadership on HR-related risks, opportunities, and organizational needs
- Support workforce planning and organizational design initiatives
- Partner with leadership to create practical, people-centered policies that support consistency and accountability
- Oversee day-to-day HR operations including onboarding, offboarding, employee changes, and documentation
- Manage HR processes and reporting through ADP Workforce Now
- Maintain personnel records and employment documentation
- Support benefits administration, leave tracking, and related employee programs
- Ensure data integrity and reporting accuracy across HR systems
- Serve as a trusted advisor to employees and managers
- Partner with leaders to navigate employee relations matters fairly, consistently, and with sound judgment
- Foster a positive, inclusive, and mission-aligned employee experience
- Support communication, engagement, and retention initiatives
- Promote a culture of accountability, collaboration, continuous learning, and belonging
- Provide coaching and guidance to supervisors and people leaders
- Support performance management processes and goal-setting practices
- Assist leaders in building strong teams and addressing performance concerns constructively
- Identify opportunities for leadership development and manager training
- Support compensation benchmarking, pay equity reviews, and development of compensation philosophy and practices
- Assist leadership with workforce planning and staffing decisions
- Develop HR metrics, dashboards, and workforce reporting
- Monitor trends related to retention, engagement, performance, and employee development
- Recommend improvements based on data and organizational needs
- Coordinate required training programs and compliance-related education
- Track training completion and documentation
- Identify opportunities to improve employee and manager development
- Support initiatives that strengthen organizational effectiveness and employee growth
- Demonstrated knowledge of federal, state, and multi-state employment laws and regulations, including wage and hour requirements, leave administration, accommodations, anti-discrimination laws, I-9 compliance, pay transparency requirements, and employment-related reporting obligations
Skills
- Bachelor's degree required
- Minimum 12 years of progressive HR leadership experience
- SHRM certification (SHRM-SCP or SHRM-CP) required
- Experience serving as sole or senior HR leader in a nonprofit or multi-program environment
- Strong employment law compliance background
- Direct experience with ADP Workforce Now or similar systems
- Demonstrated experience creating executive-level HR metrics and dashboards
- Proven ability to build structure in organizations lacking formalized HR systems
