Purpose of Job Under limited supervision to perform engineering support to the Engineering Department in the collection and analysis of civil engineering data. Responsibilities may include reviewing development plans for compliance to city specifications, functioning as a project manager for capital improvement projects, and providing technical knowledge to City staff, elected officials, and the general public. Reviews development plans for sites, subdivisions, and City projects for compliance with applicable regulations and standards; evaluates studies, reports, and comments concerning such plans; identifies required changes and prepares departmental responses to submitted plans. Coordinates plan review and staff comments with other necessary departments. Exercises professional discretion and judgment in order to make scientific and engineering related recommendations to other professionals both internally and externally related to both capital and private projects. B. Project management Ensures that projects stay within prescribed budget and payments are made in a timely manner. Manages contracts to ensure adherence to scope, resolution of design conflicts, and adherence to budget constraints; accepts or rejects work performed under contract and negotiates changes as required. Manages and Monitors project progress, performance and completion reports, purchase requests, requisitions, change orders, oversees invitation/receipt of bids and reports of claims against the City. Researches, investigates, and makes recommendations on project problems; provides technical support in the updating of various city projects. C. Provides technical expertise Performs engineering work related to the planning, design, construction, and modification of public capital works projects such as water, sewer, street, drainage, and other items. Calculates probable construction costs for upcoming projects or for grant applications. Investigates complaints related to public works infrastructure, projects and construction. As a registered Engineer, performs and certifies engineering work related to the planning, design, construction, and modification of public capital works projects such as water, sewer, street, drainage, and other items. D. Administrative Reviews federal grant applications and oversees any grant monies received. Assists general public, contractors, developers, and engineers in search of general information pertaining to public works activities. III. Other Job Duties Performs other job duties as assigned, including: Provides staff support at various Board of Mayor and Aldermen Committee meetings; assists the Director of Engineering in preparing visual aids and written reports or comments. IV. Primary Job Challenges Primary challenges of this position include prioritizing work in a complex project driven environment. Performs complex engineering duties. V. Equipment Operated Motor Vehicle GPS Equipment Job Content Knowledge: Intermediate knowledge of traffic engineering and ITS practices and procedures. Intermediate knowledge of applicable local, state, and federal regulations. Intermediate knowledge of engineering terminology, principles, and theories. Intermediate knowledge of estimating and surveying procedures. Intermediate knowledge of contract administration and negotiation. Intermediate knowledge of project management and administrative principles and practices. Proficient with computers and Microsoft products (Word, Excel, Outlook, etc.), Adobe and Bluebeam. Proficient with (or ability to be proficient with) CAD, GPS and Arc GIS is desirable. Proficient with (or ability to be proficient with) various traffic modeling software, signal equipment ITS equipment and signal operation systems. Language Skills: Level 4: Read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Write speeches and articles for publication that conform to prescribed style and format. Effectively present information to top management, public groups, and/or boards of directors. Mathematical Skills: Level 4: Work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Reasoning Ability: Level 5: Define complex problems, collect data, establish facts, and draw valid conclusions. Interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables Teamwork: Develops constructive and cooperative working relationships with others. Encourages others to express their ideas and opinions. Provides input into identifying and solving problems.
